Scope & Content On April 16, 1984, Paul Luvera, Sr., wrote a letter to Governor Cuomo of New York congratulating him on his election victory and elaborating the similarities in their backgrounds. He "preached" his philosophy of "only in America" could such success happen to a foreigner, and enclosed a small Haida Eagle and Bear with Salmon totem pole to place on his desk.
