Paul Luvera, Sr., wrote many letters to editors of several papers in the last ten years of his life.
On January 13, 1982, Luvera sent a letter to the ANACORTES AMERICAN with two suggestions.
1. the city or county should stay out of things that private enterprise can do "cheaper and better" -- such as a boat haulout or running the Guemes ferry
2. contracts between the city and its employees should be handled by a professional negotiator
