Scope & Content In 1948 the Anacortes Chamber of Commerce and the Port of Anacortes put together a proposal for improvement of the Cap Sante Waterway. The 27 pages included:

2) a list of vessels using the harbor, with draft and tonnage of each and including ocean-going ships as well as all small commercial and pleasure craft;
3) an inventory of the adequacy of existing terminal facilities to accommodate present and prospective commerce, and if found inadequate a question of what provision is to be made for expansion;
4) a proposal for a small boat haven;
5) an estimate of annual value (in monetary terms) of benefits that would be realized from the desired improvements;
6) the nature and extent of cooperation that may be expected from local interests such as rights-of-way and easements necessary for the construction, assumption of maintenance by local interests, and cash contributions toward coast and annual maintenance;
7) possibility of coordinating the navigation improvements with other improvements involving control and conservation of water resources so as to lessen their cost and compensate the Federal Government for expenditures made in the interest of navigation;
