The local Civilian Conservation Corps (C.C.C.) was based at Cornet Bay, Deception Pass State Park, Whidbey Island; "Camp Deception Pass". The men, hired by this federal program as part of the Roosevelt administration's New Deal program, came from all over the United States and were responsible for building the northern approach for the Deception Pass Bridge, on which construction began in 1934. They also built structures in Deception Pass State Park that still stand as of 2011. The 6-23-1933, ANACORTES AMERICAN reported on the arrival of the CCC crew on Whidbey, "CCC Camp started on Whidby (sic) Island .. This week a detachment of 25 men from Delaware arrived on Whidby (sic) Island to prepare one of the CCC camps in Deception Pass State Park. 300 men expected; will work on Whidby (sic) and at Rosario."
The CCC was started by President Franklin D. Roosevelt in 1933 to help men work and earn money during the depression years before WWII. The Corps was shut down in 1942 as America became more involved in the war.
