Horace "Harry" Earl Mansfield was born September 10, 1889, to Thomas Jefferson Mansfield and Susan Lee Perry Mansfield, in Mansfield, Wright County,Missouri; the town was named for his uncle, Frances Marion Mansfield, who was the attorney for the railroad which platted the town site and named the town. He attended college in California and came to Washington in 1910 and worked for the railroad. In 1911 he went to Lopez Island and worked with Captain Leisen in the towboat and passenger boat business. During World War I Mansfield worked as a yard foreman at Paterson-McDonald Shipyards in Seattle which was building boats for the war effort. After the war, Mansfield moved to Anacortes and, in 1928, began his own stevedoring company. This was an important first for waterfront laborers, especially as the Port of Anacortes had been created in 1926. See the November 8, 1928 ANACORTES AMERICAN article, "Anacortes does its own stevedoring now." Mansfield initially began his business in the Taylor Hotel Building at the foot of Commercial. By 1934 he had moved to the Platt (Wells) Building at the southwest corner of 4th and Commercial, a move that put him in the center of Anacortes labor headquarters. The off of the Cannery Workers Union was on the second floor of the Platt Building, and the office of the International Longshoremen's Association was at 401 Commercial. Mansfield was elected mayor of Anacortes, taking office on January 2, 1935, and serving one term. He and his wife, Dorothy Blair, married in 1919 and lived at 1313 6th Street.
